Proposals for amendments to the Keyhole Regulation have been published on the Government consultation portal for public comment.

The definitions behind the Keyhole label are reviewed regularly, with the latest review carried out in 2021. The criteria are standardised across all Nordic countries where the label is used. This proposed update is based on the Nordic Nutrition Recommendations (NNR) published in 2023.
This revision of the Keyhole Regulation suggests reducing the salt content across most food groups and increasing the whole-grain and fibre content of bread. It also proposes allowing all types of seeds—except sunflower and flax seeds—to bear the Keyhole label.
Further changes involve revising the fat requirement in food group 6 (Cereals and cereal products) to apply solely to saturated fat, and excluding seeds and nuts from the calculation of whole-grain content. Additionally, the proposal eliminates the sugar requirement for food group 24b (Minced meat) and the maximum saturated fat limit in food group 3 (Nuts).
It is suggested that the aforementioned amendments come into effect on 1 April 2027. Nevertheless, the production and labelling of food under the previous regulation will be allowed until 1 October 2028, and food produced and labelled before that date may continue to be distributed until stocks are depleted.
Comments and suggestions on the draft regulation are welcome. The consultation period ends on 30 March.
