Instructions: mandates for individuals and families
With an electronic mandate, individuals can log in on behalf of others and thus have access to information and perform various actions on their behalf.
Examples of how mandates can be utilized:
A family member can monitor My Pages on Ísland.is for a parent or relative who has difficulty accessing digital information, for example due to aging or illness.
An individual who does not have an electronic ID can register an agent to handle matters on their behalf, such as submitting applications.
A parent can apply for admission to a secondary school on behalf of their child.
A personal advocate of a disabled individual can monitor the Digital Mailbox on behalf of the person in question.
Login with a mandate
If someone has granted you a mandate, you will receive information about the scope of the mandate in an information email from Ísland.is. You can then handle those matters on behalf of the person.
It's easy to activate the mandate:
You log in with your personal electronic ID on My Pages.
You switch users by clicking on your name in the upper right corner and selecting Switch user.
Then the registered parties and/or companies you have access to will appear, including those that have granted you a mandate.
An individual who receives a mandate can also delete it on My Pages.
Login on behalf of children
Parents automatically have a mandate for their children until they are 18 years of age. Parents and other legal guardians can log in to My Pages on behalf of their children, regardless of residence.
You log in with your personal electronic ID on My Pages.
You switch users by clicking on your name in the upper right corner and selecting Switch user.
Then the individuals for whom you have a mandate will appear.
The system retrieves information about custody relationships from Registers Iceland. If you don't see the child's name where a custody relationship exists, you need to contact Registers Iceland.
Grant / revoke a mandate
It is easy to grant and revoke electronic mandates.
Granting a mandate
You log in with your personal electronic ID on My Pages.
You select Access Control. There you can set up mandates and determine how long they should be valid.
You enter the national identification number (ice. kennitala) of the person who is to receive the mandate and select the agencies that the mandate should cover. Then you choose the services you want the mandate holder to have access to on your behalf.
The person you grant the mandate to receives a notification about their access and can subsequently log in on your behalf while the mandate is valid.
You can see an overview of mandates you have granted or received in the Access Control area on My Pages. There you can also access an overview of all logins and actions related to mandates under the Usage tab.
Revoking a mandate I have granted
An individual who has granted a mandate to another can always revoke the mandate in a few simple steps.
You log in with your personal electronic ID on My Pages at Ísland.is.
Select Access Control.
Select the individual whose mandate you want to revoke and delete the mandate.
The individual who previously had the mandate will no longer be able to log in on behalf of the person they had a mandate for, and will receive an automatic notification to that effect.
Granting a mandate on paper
Individuals who do not have an electronic ID can register an agent to handle matters on their behalf by submitting an application to Ísland.is. The person who receives the mandate can then log in to the their My Pages and perform the actions covered by the mandate.
This mandate only provides access to digital services of public entities that have connected to the Authorisation system of Ísland.is, but not to other services or systems. An overview of entities that have connected to the system can be found under the Access Control button on My Pages.
Only individuals can grant mandates to other individuals on paper; this application is not intended for companies.
The application process consists of a few simple steps:
You print out this form: General mandate to handle my affairs through public digital services.
Fill in all fields of the form.
Get two witnesses to confirm the application (if witnesses are foreign, a copy of their ID must be submitted with the form).
Scan the form or take a picture of it.
The person who is to become the agent sends the form to Ísland.is through the application form below.
The agent will receive a notification about the activation of the mandate to the email address they provided when applying, within 2-3 days.
The mandate can always be revoked through Access Control on My Pages of Ísland.is or in person at District Commissioners' offices throughout the country.
Mandate for a personal representative
Adults who, due to disability, have difficulty protecting their interests have the right to choose a personal representative to assist them. District Commissioners manage agreements between individuals and personal advocates, and applications for such agreements are submitted through the District Commissioners' website.
A personal representative can, for example, log in to My Pages on Ísland.is on behalf of those they assist if the agreement specifies those rights.
You log in with your personal electronic ID on My Pages.
You switch users by clicking on your name in the upper right corner and selecting Switch User.
Then, a list of the people or companies you have a mandate for to will appear.
District Commissioners provide further information about the role of personal representatives and the revocation of such authorisation.
