Instructions: mandates for companies and agencies
Operators, whether businesses, associations, or public entities, can use mandates to provide access to information and authorise others to perform various actions on their behalf.
However, only executives authorised to sign on behalf of the company can grant mandates and access control rights.
Examples of how mandates can benefit operators:
Apply for a certificate of encumbrance or a certificate of non-indebtedness
Report a co-owner of a vehicle, or deregister a vehicle.
Report a work-related accident.
Monitor the company's Digital Mailbox on My Pages at Ísland.is and access financial information related to the public sector.
Grant staff mandates to apply for grants or submit applications on behalf of the company.
Login as a company
Procuration holders, individuals who are authorised to sign on behalf of a company or association can log in to My Pages of the respective operations on Ísland.is and grant mandates or access control rights from there.
You log in with your personal electronic ID on My Pages.
You switch users by clicking on your name in the upper right corner and selecting Switch user.
Then the registered parties you have access to will appear.
If you don't see your registered company / association on My Pages, you need to contact the Business Registry (ice. Fyrirtækjaskrá) at Iceland Revenue and Customs.
Procuration holders can then grant access control rights to others.
It is easy to modify or revoke access and/or access control rights, for example, if an employee leaves the company.
Login as an agency
Public entities need to register a procuration holder (ice. prókúruhafi) with Iceland Revenue and Customs to gain access to My Pages and the Authorisation system on Ísland.is. Once this registration is active, these procuration holders can view data on My Pages and grant mandates and access control rights from there.
You log in with your personal electronic ID on My Pages.
You switch users by clicking on your name in the upper right corner and selecting Switch user.
Then, the registered parties and companies you have access to will appear.
Procuration holders can also grant access control rights to others through the Authorisation system.
It is easy to modify or revoke access and/or access control rights, for example, if an employee leaves an agency.
Granting a mandate / access rights
Procuration holders for companies, associations, and agencies can grant mandates to others using the Authorisation system on Ísland.is. This is done in a few simple steps:
You log in to My Pages as a company (or switch to the company in the upper right corner).
Select Access Control.
There you can choose whom you want to grant access, to which functionality or data, and how long the access should be active.
Granting access control rights to others on behalf of an executive
Procuration holders can also give individuals access control rights, which allow them to grant others access to My Pages on behalf of the executive. This is done in a few simple steps:
You log in to My Pages as a company (or switch to the company in the upper right corner).
Select Access Control.
Select the individual to whom you want to grant access control rights, check Access Control and mark which data that individual should be able to see and grant access to others.
The person who receives access control rights can subsequently log in on behalf of the company and grant others access to specific company data.
Revoking a mandate
An individual who has granted a mandate to others can always revoke the mandate in a few simple steps.
You log in with your personal electronic ID to My Pages.
You switch to the company for which you want to close access. This is done by clicking on your name in the right corner and selecting to switch users.
Once you have logged in as the respective company, you select Access Control.
There you select the individual whose mandate you want to revoke and delete the mandate.
The individual who previously had a mandate will no longer be able to log in on behalf of the company and will receive an automatic notification to that effect.
Granting a mandate on paper
Foreign procure holders, who do not have Icelandic electronic ID, can register an individual in Iceland to handle matters on behalf of their business. With this mandate, that individual can, for example, have access to information and perform various actions on behalf of the foreign executive.
This can be useful for foreign executives of companies who need to handle various matters in Iceland but cannot use electronic ID. This mandate grants access to all data of the legal entity at institutions that use the Ísland.is Authorisation system, including data in the Digital mailbox on My Pages and various information related to assets and finances. The mandate also includes authorisation to submit applications on behalf of the legal entity at those institutions that use the Authorisation system.
Only foreign executives can grant mandates to other individuals on paper; applications from Icelandic executives with domicile in Iceland are not accepted.
Foreign executives need to submit a copy of their passport with the application.
This mandate only provides access to digital services of public entities that have connected to the Ísland.is Authorisation system, but not to other services or systems. An overview of entities that have connected to the system can be found under the Access Control button on My Pages.
You apply in a few simple steps:
Print out the form: Power of attorney to handle legal entities' affairs through public digital services
Fill in all fields of the form.
Have two witnesses sign (if the witnesses are foreign, a copy of their identification must be submitted with the form).
Scan or take a picture of the completed form.
The individual who agrees to become an agent on behalf of the executive sends the form along with a copy of the executive's identification through the application below.
If needed the foreign executive can revoke the mandate in person at the District Commissioner's office, with valid identification.
District Commissioners provide further information about this service.
