Iceland is among the world's leading nations in digital services. One prerequisite for this success is the ability to quickly move from idea to implementation of new solutions.
Adapting public procurement processes to that philosophy can be a challenge, so it was decided to tender for a framework agreement for multidisciplinary software teams. The agreement was first concluded in 2020 and then renewed in 2021 and 2026.
For each new project, a specific works contract is made with a team within the framework agreement. Work is carried out according to an agile methodology, and therefore the works contracts are usually for a shorter period at a time in accordance with defined sprints.
