Three new courses for buyers and bidders on public procurement

The objective of the School is to promote the development of public procurement as a professional discipline and at the same time to promote a common understanding within the field of procurement among buyers and tenderers, which enables the parties to work better together to a certain extent, taking into account the government's policy on economical and sustainable procurement.
To ensure equal access for all interested parties, the courses will be conducted in a stream. Registration is started for the first courses of the School, which will be taught this winter in cooperation with Starfsmennt.
Basic courses in public procurement
November 6 and 14

The course will discuss public procurement, especially tendering, as a way to establish a contract between public entities and companies. It is an initial course where the main basics will be explained. The main laws and policies, the principles of the law on public procurement, the scope of the law and how to evaluate whether a procurement is a contract. Then it will be examined what requirements can be made in the contract documents and how to evaluate the submitted tenders, in particular when an offer is considered valid and when additional information can be requested.

Framework public procurement contracts
December 7th At 9-12pm
The course will discuss framework contracts as a procurement technique for public procurement, what characteristics such contracts have, what rules apply to their construction and how to execute procurement on their basis.

Sustainable procurement
January 18th At 9-12pm
The concept of sustainability will be discussed from the perspective of the Public Procurement Act no. 120/2016 and how public entities should conduct their work when formulating and implementing sustainability requirements in contract documents. Special emphasis will be placed on the conditions that sustainability requirements must meet according to the Act and to that end examples of the case law of the European Court of Justice will be used.
