According to Regulation No. 690/2016, with subsequent amendments, supervisor of guardians (district commissioners, each in their respective district) maintain a register of persons deprived of legal competence, guardians, and trustees as part of their case records, cf. Article 82, paragraph 3 of the Legal Competence Act No. 71/1997, and issue certificates from the register.
Certificates from the register of persons deprived of legal competence are not available for printing on paper; they bear an electronic seal/stamp and must therefore be delivered electronically. The electronic seal ensures the document is certified; if the document is altered in any way, it loses the seal/stamp.
To apply for a digital certificate of deprivation of legal competence, the applicant must have electronic ID in Iceland and be over 18 years old. Certificates from the register of persons deprived of legal competence are initially issued only in Icelandic. The certificate is sent to the applicant's mailbox on Ísland.is.
What information is included in a certificate from the register of persons deprived of legal competence?
The certificate indicates whether an individual has been deprived of legal competence. If the individual has not been deprived of legal competence, the certificate will state that the individual is not listed in the register of persons deprived of legal competence. What information is not included in a certificate from the register of persons deprived of legal competence?
If an individual has been deprived of financial competence concerning specific assets, one must contact the supervisor of guardians/district commissioner to obtain information about the specific assets. The same applies if a trustee has been appointed to manage specific assets.

Apostille certification of a printed certificate from the register of persons deprived of legal competence
Since the digital certificate from the register of persons deprived of legal competence only has an electronic seal/signature, it cannot be apostille certified. If you need an apostille certification for a document to be used abroad, you must obtain a certificate from the register of persons deprived of legal competence at the district commissioner's office and have it certified by the Ministry for Foreign Affairs.
