In order to be granted an air traffic controller licence, an air traffic controller licence must be issued, and a licence granted to that air traffic controller held by a licence holder must be issued.
In order to be issued with an air traffic controller licence the applicant must hold a student air traffic controller licence.
Student air traffic controller licence
In order to receive such a licence, an applicant must meet the following conditions:
Have reached the age of 18.
Have completed upper secondary education which provides access to university or other comparable education
Hold a valid health certificate.
Have demonstrated sufficient language proficiency in accordance with the provisions of a regulation.
Have completed approved basic air traffic control training.
A student card shall confer the following rights on the licence holder:
The right to provide air traffic control services under the supervision of an on-the-job training instructor.
The right to apply for vocational training at national level and within the EEA territory.
A four-year visa granting permission for vocational training, after which an application may be made for an endorsement following examination of whether the holder meets the requirements.

In order to apply for an air traffic controller licence, an applicant must comply with the following conditions:
Being a student card holder.
Have reached the age of 21.
Hold a valid health certificate.
Demonstrate language proficiency according to regulations.
Have successfully completed a traineeship in an air traffic control unit of an air traffic services provider and passed the relevant examination.
