The financial component of Orri manages the accounting and finances of the government.

It provides an overview of revenues, expenses, assets, and liabilities, and supports financial reporting and the preparation of financial statements.

The financial system consists of interconnected components:

• General Ledger

  • Records all accounting entries and consolidates data from other modules. It forms the basis for financial reporting and closing.

• Accounts Payable

  • Processes supplier invoices and supports electronic approval workflows and payments.

• Accounts Receivable

  • Manages receivables and revenues, including invoicing and collections.

• Cash Management

  • Provides an overview of bank accounts and cash flow and supports reconciliation and payment flows.

• Fixed Assets

  • Manages government fixed assets, calculates depreciation, and supports financial reporting.

The HR and payroll system in Orri manages information about government employees and supports payroll processing. It stores all key data required to calculate and pay salaries, such as employment ratios, salary terms, employment details, and other relevant factors.

Salaries for employees of institutions within the A‑section of the State Budget are processed in Orri.

The system is also used by some institutions in the B‑ and C‑ sections.

Project Accounting manages project-related costs and revenues and provides a clear overview of project status. The system collects data from payroll, procurement, and accounting and links it to projects.

It is based on Project Accounting in Oracle E‑Business Suite.

The procurement system in Orri manages the full procure-to-pay process, from requisition to payment. It supports the creation of requests and purchase orders, receipt of goods and services, and invoice approval.

It is based on the Procurement module in Oracle E‑Business Suite.

User access to Orri is managed in a structured way to ensure security and traceability. Each user has a personal account based on their role.

Access is granted through predefined responsibilities that determine which system functions users can access and what data they can view. Users only have access to the information and actions required to perform their duties.

The system supports segregation of duties. For example, a user who records an invoice cannot approve or pay it. This reduces the risk of errors and fraud.

Access is granted and updated through formal processes. It is reviewed regularly and revoked when roles change or employment ends.

Only authorized parties may request access. A Head of Institution or HR Manager requests access to HR systems, while a Head of Institution or Finance/Operations Manager requests access to financial systems. This ensures that access aligns with roles and responsibilities.
