Orri
The Government Financial and Human Resource Management System, Orri, supports the operations of ministries and government institutions in the areas of accounting, payroll, and human resources. The system is one of the largest and most important information systems within the Icelandic government and plays a key role in its day-to-day operations.
Orri supports core financial and HR processes and ensures that consistent and reliable data is used across institutions. This reduces duplicate data entry, improves efficiency, and enhances the processing and sharing of information.
The system is built on Oracle E‑Business Suite and runs on an Oracle database. It is an integrated solution consisting of multiple interconnected modules.
The Financial Management Authority (Fjársýsla ríkisins) operates Orri and provides services to the institutions that use the system. Its role includes delivering financial services, maintaining government accounts, and ensuring reliable and timely financial information.
The operation of The Financial Management Authority, and consequently Orri, is primarily based on the Public Finance Act No. 123/2015.
According to Article 1 of the Act, its objective is to ensure efficient and effective public financial management, sound financial reporting, and active oversight of public funds.
Chapter V of the Act (Financial Reporting and Disclosure) requires financial information to be clear, reliable, and timely, forming a key foundation for the operation and development of centralized systems such as Orri.
