New payment solutions for public services led by Financial Management Authority

The development of the fintech market creates opportunities to improve efficiency within the government’s payment environment. The Financial Management Authority (FMA) is currently working on a development project in the field of payments, with the aim of reducing transaction costs and improving services for individuals and businesses.

The first step is the integration of new payment method into the Payment system of Ísland.is, which enables payment methods other than traditional card payments. This is being carried out through a temporary development partnership with the fintech company Blikk. With this integration, users will be able to pay for public services not only by payment card but also through direct bank transfer from their bank accounts.
The Payment system of Ísland.is sends a payment request to Blikk, which initiates a transfer from the payer’s bank account to the government’s bank account. If the user approves the request, the transfer is completed and the requested service is processed immediately. Examples of such services include the issuance of no-debts certificates, notification of change of ownership of a vehicle, and various types of permits.
FMA will use the results of this project to support decision-making on the future implementation and procurement of government payment services.
The Payment system of Ísland.is is already integrated with the Ísland.is application system, as well as the application systems of the Icelandic Intellectual Property Office and the Iceland revenue and customs (Skatturinn).
In the near future, there are plans to implement the payment system under the “Finance” section on Ísland.is, where users will be able to pay various public fees.
