The Icelandic Financial Management Authority ("Fjársýslan"), ID No. 540269-7509, in cooperation with the Ministry of Education and Children ("MRN"), ID No. 460269-2969, invites tenders for the development of a data platform service layer and a Model Context Protocol (MCP) interface.
This is a request for quotation (RFQ) relating to a procurement below the applicable public procurement thresholds, pursuant to Article 24 of the Public Procurement Act No. 120/2016.
The objective is to develop and implement a practical and secure data platform that enables a defined user group to utilise artificial intelligence to ask natural language questions within a specified data domain and receive traceable responses based on approved data, business definitions and access permissions.
The solution is intended to support informed decision-making relating to the operations, finances and performance of public institutions, identify anomalies and risk indicators, compare similar institutions, and facilitate further analysis. Responsibility and decision-making will remain with staff and management.
