Agreement reached on improving cooperation between data protection authorities in matters relating to cross-border processing of personal data

2nd July 2025

The Council of the European Union and the European Parliament have reached agreement on new legislation intended to improve cooperation between European data protection authorities in the management of cases on the basis of the General Data Protection Regulation (GDPR) concerning cross-border processing of personal data.

The Council of the European Union and the European Parliament have reached a transitional agreement on new legislation intended to improve cooperation between European data protection authorities in the management of cases on the basis of the General Data Protection Regulation (GDPR) concerning cross-border processing of personal data.

The legislation aims to simplify the cooperation process, harmonise procedures and improve the efficiency of complaints and other cross-border investigations. The legislation introduces rules on time-limits for such cases as well as harmonising rules on the completion of cases at the early stages of proceedings. The legislation also aims to increase the involvement of parties at the early stages of proceedings.

If the legislation is adopted, it is believed that it will contribute to a faster processing of complaints regarding cross-border processing of personal data and better protection of rights of individuals.

The legislation is currently awaiting final approval by the Council and the European Parliament.
