Amendments to the Act on Accreditation, etc.,

On 17 February 2026, the Icelandic Parliament (Alþingi) confirmed amendments to the Act on Accreditation, etc., no. 24/2006, and the Act on Standards and the Icelandic Standards Council, no. 36/2003. The main amendments that were made to the legislation have been compiled.

General
With these amendments, the regulatory framework for accreditation and standardisation activities is revised to enhance clarity, strengthen public administration, and ensure alignment with international and European requirements. Link to the Parliament’s webpage here.

Objectives and Scope 
The Act now clearly defines the objectives of accreditation activities in Iceland. The aim is to establish a solid accreditation framework through input from both public authorities and private entities, in line with its role within the internal market of the European Economic Area (EEA). At the same time, the scope of the provision has been clarified compared to previous legislation.

Definitions and Harmonisation of Terminology 
The definitions in the Acts have been revised and aligned with international references. A comprehensive set of key terms is provided, including accreditation, conformity assessment, certification, and related concepts, thereby promoting greater consistency in the implementation and interpretation of the legislation.

Structure and Role of the ISAC – The Icelandic Service for Accreditation 
The Acts confirm that ISAC – the Icelandic Service for Accreditation is the national accreditation body of Iceland and the sole entity authorised to perform accreditation on behalf of public authorities. Emphasis is placed on the professional and financial independence of the division of the ISIPO (The Icelandic Intellectual Property Office), as well as on ensuring that its activities are clearly separated from other operations within the ISIPO. The Act also provides for the establishment of committees, such as decision-making and advisory committees, to support the implementation of accreditation activities.

Rules, Procedures and Fees 
The Minister is authorised to implement rules on accreditation and references to relevant standards by regulation. ISAC is also permitted to establish its own rules, guidelines, and procedures in accordance with international standards. It is stipulated that a contract shall be concluded with applicants for accreditation, specifying in detail the implementation and conditions of accreditation. Furthermore, it is explicitly stated that ISAC’s decisions are final at the administrative level. Provisions on fees have been further elaborated, and the fee schedule must be made publicly available.

Other Amendments 
Amendments have been made to references to align the Act with modern terminology and international regulatory frameworks. References have been adapted to EEA rules, and certain provisions have been simplified or repealed. Various linguistic updates have also been made, including the modernisation of terminology.

Amendments to the Act on Standards and the Icelandic Standards Council 
The Act also introduces amendments to the legislation on standards and the Icelandic Standards Council. Membership of the Council is now limited to Icelandic legal entities. Furthermore, the operation of the Council is based on a service agreement with the State, providing a clearer legal basis for its activities.

Entry into Force 
The Act entered into force immediately upon its adoption.
