New assignments at the Westfjords District Commissioner

At the beginning of 2025, new legislation came into effect, stipulating that the office now oversees the implementation of Act No. 19/1988 on funds and institutions operating under a confirmed charter and the Act on registered religious organisations and life stance organisations No. 108/1999.

The original legislation on funds and institutions stipulated that the Minister of Justice would oversee the implementation of the laws, i.e., supervise various aspects of funds and institutions covered by the laws. However, the National Audit Office was entrusted with receiving and reviewing the annual accounts of the entities covered by the laws.
In 2006, it was decided to transfer the part of the implementation of the laws overseen by the Ministry of Justice to district commissioners, and it has been with the District Commissioner of Northwest Iceland until now. The National Audit Office was still to receive and request the annual accounts stipulated by the laws. However, no penalties were imposed if the submission of annual accounts was neglected, and there were several instances of non-submission.
In addition to the aforementioned transfers at the turn of the year, a new provision came into effect stipulating that entities covered by the laws that did not submit annual accounts by 1 September of the following year would be subject to administrative fines of up to ISK 600,000. It was also decided that the reception of annual accounts would be transferred from the National Audit Office to the District Commissioner of the Westfjords, and the office would impose administrative fines if submissions were neglected. It is unclear how extensive the project is, but there were 681 entities required to submit accounts at the turn of the year.
Additionally, it was decided that the administration of religious and life stance organisations would be transferred to the office from the District Commissioner of Northeast Iceland, including the reception of annual reports from religious and life stance organisations, which must be submitted by 31 March each year. The same rules and penalties for non-submission of annual accounts apply to these organisations as previously mentioned for funds and institutions.
It was deemed appropriate that these projects be handled at the office in Patreksfjörður to strengthen its operations, and one office worker and one lawyer were hired for this purpose, who recently started their work.
All of this has required considerable preparation, especially regarding computer systems and programming, and this work is in full swing. The office has had good cooperation with the Ministry of Justice and the National Audit Office, as well as the offices of the district commissioners of Northwest and Northeast Iceland, which, according to a special agreement, still provide reliable guidance in various aspects of the projects they handled.
On Friday, 8 March, the National Audit Office handed over all paper documents it had preserved related to funds and institutions, which are still considered relevant to this new project of the office, requiring three boxes. The accompanying photo was taken at that occasion. Older documents were handed over to the National Archives for preservation, and all documents preserved in electronic form have been sent to the office.
