Draft bill on Digital Health for consultation

The Ministry of Health has published a draft bill on Digital Health in the Government Consultation Portal.

The bill proposes the establishment of a comprehensive legal framework for the development and coordination of the healthcare system's common digital infrastructure, which will be led by Digital Health.

The bill lays the foundation for a better, more efficient and more secure healthcare service, where the right information is better utilised, continuity of care is strengthened, and user needs are brought more clearly to the forefront.

Digital healthcare services have developed rapidly in recent years and play an ever-increasing role in the healthcare system. A 2025 review by the Ministry of Health on digital development concluded that accountability for common digital infrastructure was spread across many parties and that a clear accountability structure was lacking. The bill is a response to that conclusion.

The bill provides for Digital Health to manage the development, operations and coordination of the healthcare system's common digital infrastructure. It is proposed to strengthen the legal authorisations regarding standards, information security and the processing of personal data necessary for the operations of the infrastructure. To ensure consistency, amendments are also proposed to the Health Service Act, the Act on Medical Records and the Act on the Directorate of Health and Public Health.

The bill is part of the implementation of the Health Policy until 2030 and the policy on digital healthcare services. We encourage all stakeholders to submit their comments via the Government Consultation Portal.
