Digital Health seeks tenders for information technology (IT) services

On behalf of the Ministry of Health, the Icelandic Financial Management Authority has invited tenders for information technology (IT) services for Digital Health and Icelandic Health Insurance. T

This is a framework agreement for software development, operations services and consultancy. The purchase of ready-made solutions falls outside the scope of this agreement and will be procured through other means.
The agreement ensures access to qualified specialists and suppliers and supports the development, operations and implementation of digital solutions in the healthcare system.
A broad group of specialists
The agreement covers a variety of roles, both administrative and technical. These include project managers, clinical advisors, security specialists, testers, UX/UI specialists, programmers and DevOps specialists. Both self-employed specialists and employees can participate.
Flexible procurement
Procurement under the agreement will be carried out in two ways. When a project requires a single specialist, a direct purchase will be made, where the highest-scoring specialist is selected. When a project is more extensive or less clearly defined, a mini-competition will be used.
Emphasis on quality and security
Clear minimum requirements are set for specialists, including experience in the development and operations of health technology solutions, as well as knowledge of agile methodologies, security, data protection and more. Performance is assessed during and at the end of the project, based on factors such as code reviews, testing and documentation.
Contract period of up to four years
The agreement is valid for one year at a time and may be extended three times, meaning the total duration can be up to four years.
Tender documents and deadline
Tender documents will be issued on 21 September 2026 at 09:00. Tenders must be submitted by 21 October 2026 at 12:00. Further information can be found on the tender portal.
With this agreement, Digital Health and Icelandic Health Insurance gain greater flexibility to secure the right specialists for each project, while ensuring quality and traceability.
