Confirmed procedure for prioritising national digital projects

17th August 2026

The Minister of Health has confirmed Digital Health's procedure for the prioritisation and flow of national digital health projects.

The procedure authorises the Digital Health Development Council to make formal decisions on the approval, launch and supervision of projects received in the Project Portal.

The council is composed of the Director of Digital Health, the Chief Medical Officer and the Chief Nursing Officer of Digital Health. This ensures that when decisions are made about projects, they are examined from a managerial, clinical and technical perspective.

The council will classify each project based on three dimensions: impact and benefits, feasibility and importance. A so-called MoSCoW graph will be used, which prioritises projects into four categories: must have, should have, could have and won't have this time.

Transparency will be a key theme in the council's work, and all decisions will be recorded and traceable. Healthcare institutions will continue to prioritise their own projects before they are submitted to the portal, and this prioritisation will be taken into account in the council's overall assessment.

The Development Council will meet at least every two weeks and will review the overall prioritisation of the project portfolio on a quarterly basis.
