Interactive procurement system

The interactive procurement system is accessible to all eligible traders.

In an interactive procurement process, procurement is made in two steps. First, qualified sellers are selected into the system and then works, services or products are offered among them.

The dynamic purchasing system is also known as DPS, which means Dynamic Purchasing System.

Two species

  1. A procurement system that is made on behalf of individual buyers.

  2. A central procurement system that is made by the State Treasury on behalf of many buyers. Part A of the State institutions are bound by those agreements.

Purchasing

Purchases are made in a closed procedure. The buyer must advertise the purchase among the sellers within the system and provide detailed information about the purchase, including the nature, quantity and technical information.

Individual procurement tenders

The purchaser shall give the sellers within the scheme the possibility to submit tenders for each individual purchase. The sellers shall be given at least ten calendar days to submit their tenders.

Selection of tenders

The selection of tenders shall be based on the criteria specified in the call for competition.

The procurement process

  1. The request for a project is sent to Ríkiskaup.

  2. The procurement process is divided into analysis, preparation of the procurement documents, the procedure for awarding the contract and the contract management. In this case the procurement process has been decided as a closed procedure, without a pre-selection.

  3. Agreements are made with the sellers that offer the most efficient terms according to the selection criteria at each time. Then it takes over.

Dates

Procurement in an interactive procurement system

  • 15 days if you are buying over national limits. Electronic tender: 10 days.

  • 30 days if you are buying over the threshold within the EEA.

To admit new traders into validity:

  • 10 days but 15 days in duly substantiated cases.

To submit tenders in closed procedures within an interactive procurement system:

  • At least 10 days.

Benefits of an interactive procurement system

  • Traders can always apply for membership during the contract period and market innovation is open.

  • Variable selection criteria and technical specifications. The buyer can find the right sellers because of the flexibility of the system.

  • Shorter preparation time. Competition within a contract is faster and easier than on an open market.

  • Requirements and methodology unspecified.

  • Purchases are based on the needs of the buyer at the time. Good negotiation terms for customers and support for supplier management.

  • unlimited number of traders and a broad competitive base.
