Transportation plan

The transport policy is published in the Transport Plan.

The Minister of Infrastructure makes a proposal on transport policy, a transport plan, for a period of fifteen years, every three years. The proposal sets out a policy and objectives for all transportation. At the same time, a five-year action plan is submitted, for the first period of the policy and which is reviewed at least every three years.

A parliamentary resolution on the transportation plan for the period 2020-2034 was passed by the Althing on 29 June 2020. This is an updated and revised transportation plan for fifteen years, based on the resolution of the Icelandic Parliament, Althingi, in February 2019. A proposal for a parliamentary resolution on a transportation plan (action plan) for the first period 2020-2024 was also adopted.

A transportation plan is created in several stages. The Minister shall set out priorities for the Transport Council to formulate a proposal for a transport plan. In preparation for the proposal, broad consultations with stakeholders will take place, publicity meetings will be held and the last part of the consultation process will be a regular transport conference. Following this, the Transport Council shall submit a proposal for a transport plan to the Minister. The Minister then submits a proposal to the Althingi for a parliamentary resolution on a transport plan, to be discussed by the Althingi.
