A person requesting a ruling on contact must fill in a statement stating, among other things, why the arrangements laid down are in the best interests of the child.

Before a ruling by a District Commissioner is claimed, the parties to the case are required to attend to the conciliation procedure. The aim of the mediation procedure is to help the family members of a child to make an agreement between themselves on the solution of the case which is in the best interests of the child. If the parents fail to make an agreement, the mediator issues a certificate of mediation and the District Commissioner shall decide the matter.
