Digital Iceland tender 3.0

Twelve software companies have been selected in a recently completed interdisciplinary framework tender for software development. This is the third time that Digital Iceland has conducted such a tender, and this time it attracted significant interest and participation.

23 companies offered their expertise in two types of software teams

The Digital Iceland framework agreement works such that private sector entities offer their expertise in two types of teams: full-stack teams and web teams. This is not a tender for a specific project but rather for interdisciplinary expert teams that will participate in development projects and the digital transformation of the public sector in collaboration with Digital Iceland.
A total of 23 companies submitted bids for full-stack teams, and 14 companies submitted bids for web teams. The tender methodology, which focuses on offering expertise rather than bidding on a specific task, has proven to be an effective approach in public procurement in recent years. Public procurement authorities from across the world have shown great interest in this process.

This represents a significant investment in the digital infrastructure of the public sector and the development of Ísland.is. As mentioned, this is the third time the process has been conducted in this way, bringing with it valuable experience.

Tender Process

The tender and tender requirements were advertised on March 6th, 2025. A briefing session was held for interested bidders shortly thereafter. All inquiries were processed through the procurement team of the Financial Management Authority to ensure all questions and answers were shared equally with all bidders.
The deadline for submission of bids was April 8th, and the tender documents were opened. Teams that met the basic qualification requirements were invited to participate in the project. All bidders met the requirements set: 22 full-stack teams and 14 web teams were invited.

Projects were assigned on May 5th, along with detailed requirement descriptions and evaluation criteria.

Eight-member evaluation committees reviewed team presentations, and the average score from these presentations was used in the overall evaluation. The committees were composed of members from public institutions, the private sector, and Digital Iceland. Due to high interest, presentations by full-stack teams had to be split over two days, with a total of 22 seven-member teams presenting their projects. Interest was also high among web teams, with 14 five-member teams presenting.

Overall Evaluation Criteria:

  • 25% Price

  • 25% Team Competence

  • 35% Presentation - project

  • 15% Data Submission - project

The projects in this tender were:

  • Structuring the comprehensive website of Alþingi (the Icelandic Parliament) on Ísland.is (web teams)

  • Developing a simplified individual tax return using the core services of Digital Iceland (generalist teams)

The proposed solutions were exemplary, showing that the Icelandic market holds extensive competence and expertise in software development.

The Outcome

As previously mentioned, Digital Iceland has entered into agreements with 12 companies—20 teams in total—to contribute to the digital transformation of the public sector. These were the teams that received the highest overall scores.

The new framework agreement is expected to take effect formally in June.
