When public institutions and municipalities intend to purchase goods, works or services in excess of a certain amount, the procurement must be in collaboration with the State Trading Centre.
Two types of threshold amounts exist: National and EEA criteria. First, it is checked whether the purchases will exceed the domestic amounts. If so, the EEA criteria have to be examined.

Purchases of goods and services: 18,519,000 ISK, excluding VAT.
Construction: 58,543,000 krónur excluding value added tax.

The Regulation applies to concessions where the estimated value of the contract, net of value added tax, is equal to or greater than ISK 808,914,000.
Notices of concessions pursuant to Article 32 shall also be advertised publicly on the procurement website () which is a common advertising platform for public tenders.
The threshold amounts are determined by legislation.
